The Devon, Cornwall & Isles of Scilly Local Resilience Forum was established in response to the statutory requirements of the Civil Contingencies Act 2004 which stipulates that emergency responders must meet at least once every 6 months in order to:

"…establish and maintain effective multi-agency arrangements to respond to major emergencies, to minimise the impact of those emergencies on the public, property and environment, and to satisfy fully the requirements of the Civil Contingencies Act 2004". It is intended to be a strategic forum, attended by emergency planners and where appropriate, Chief Officers representing Category 1 and Category 2 Responders.

The LRF came into effect in January 2004 in preparation for the enactment of the Civil Contingencies Act in November 2004.

 

What is the LRF?

The LRF is a multi-agency partnership made up of representatives from local public services, including the blue-light emergency services, local authorities, the NHS, the Environment Agency and other partners. These agencies are known as Category 1 Responders, as defined by the Civil Contingencies Act. The LRF is also supported by organisations, known as Category 2 responders, such as the Highways Agency and the public utility companies who have a responsibility to co-operate with Category 1 organisations and to share relevant information with the LRF. We also work in conjunction with, wider partners such as the Military and the Voluntary Sector who provide a valuable contribution to LRF work in emergency preparedness.

Additional information

The LRF Secretariat support the work of partner organisations by ensuring they come together each month to complete required multi-Agency planning. It is funded by contributions from all partner agencies. The team consists of 5 Police Staff based at Devon & Cornwall Police HQ, Middlemoor.
